2NT appears too strong for the hcp. In ACOL it is 18-19hcp. 3C is usually used as checkback stayman over a jump to 2NT, give the importance of finding major fits.
12-14 open 1NT 15-16 open and rebid 1NT if available 17-18 open and rebid 2NT (jump) 19 open and jump to 3NT 20-22 open 2NT etc
The 1NT rebid of 15-17 and a 2NT rebid of 18-19 is better. The problem hands are when opener rebids 2NT with 19 and responder has no idea whether or not there is a major fit. For example
1C 1H; 3NT ?
Responder can have five hearts and not know whether opener has two or three hearts.
I would recommend changing to 15-17 1NT rebid and 18-19 2NT rebid. Then there is always bidding space for responder to get any additional distribution off their chest.
