East has reversed, but is really a minimum opener. 2H is better.
Not sure why West didn't support hearts directly. one convention that helps descible these hands is Splinters, so here West could go 2S or 3S depending on partnership style, showing 4+ trump support, and at least invite values (obviously if playing 3S then it would be game values).
hmmm east has 16hcp and anyway I would shape a reverse a little to anything that I want to play game when partner finds a two level response showing 10+ points.
