  1. With no points East should pull the X to 2H. South should leave the X. If pard has minimum for his bid u will still have the balance of points (just). To bid 2Nt in this sequence pard should have a powerhouse like he has so South should be able to bid 3NT (or show spades en route to 3NT.

  2. Double of 1NT shows 15+. The standard strategy opposite that is to bid with weak hands and a long suit. Occasionally you also bid with a strong distributional hand where you are worried that you could miss game but not get a big enough penalty from 1NT.

    So I would pass 1NT X with an even weaker hand than south has here. Of course east should have pulled 1NT here. Then over 2H I would make a slightly offshape takeout double with the south hand, showing the balance of the points and the other suits. The doubleton club is a flaw but the good spades are an asset. This double is marginal.
