This doesn't appear to be an ACOL sequence, which would be more like 1 NT p 2H p 2S. Assuming the 1 NT rebid was showing 12-14, then east has got carried away with his 6hcp (which is all "quacks" which rarely pull their weight) and crappy 6 card suit .
Maybe east thought their hand was more valuable because of the void. Voids don't win tricks - I have never won a trick with a void yet!!!
