Normally a two level non-jump overcall shows around 10 points as a minimum. All is not lost for EW by passing east (or west) may have another chance to enter the auction. For example here if the auction continues goes :
P P 1H P 1NT P 2D P P ?
Now east can balance with 2S without overstating the strength of the hand.
South bid 3D and west 3S
