East's 1H overcall is of the ropey variety, bidding for biddings sake. Assuming this is ACOL North has shown 15-17hcp and is balanced. It is not clear what South is doing with 3C. There are enough points for game so should just bid 3 NT. If 1S shows 5 spades then no need for checkback stayman, otherwise South should bid 2C to check for a 5-3 spade fit (assuming partnership plays this).
