In most partnerships 3D is forcing. Presumably this was intended here as there is little reason to play in a 5 card suit at the 3 level, vs a known 6 card suit at the 2 level. The hand doesn't really qualify for a bid. As can be seen from the DDA 2S is the best contract yet East is maximum for his bid. In West's position u need to think about 'covers', ie how many losers in pard's hand can u cover. Even with a max as above there are ~7 losers so u need 4 covers to think game maybe on. West probably only has 3 covers and should just pass.

    2S all pass

    2S is 6-10 with six spades

    West has 15 hcp but without a fit this is not enough to force to game. You maybe unhappy playing in the 6=1 spade fit but there is no guarantee that 3D will be any better - it could be but it also could be a lot worse.
