1H seems poor. Poor suit, balanced, quacks. If defending pard is going lead from his Ax or Kx and possibly cost a trick. 2 NT is probably better by West. Should be GF and allows for discovery of 4-4 spade fit.
At another table North passed, and the bidding went by WE 1C 1D;1H 1 NT; 3 NT. 3 NT seems an overbid.
