2D is presumably a multi, but a 3S pre-empt would seem better which happened at another table. 2 NT doesn't seem to be a sound bid by North and should pass as happened at another table, as with only 3 cover cards game is unlikely.
Over the 3S pre-empt, west chose to X, and east bid 4H over which west bid 5D. The first west bid is dubious, but at MPs maybe OK, but 5D shows a powerhouse.
