At the first table south could reopen with a TOD with such excellent shape and strength despite the vul. At the second table West's X seems a way understrength and far too balanced. This is only compensated for by East's way overstrength 1H bid.
I think south has the strength to double on the second round 1C P P 1H; X.
Not sure if this is what you meant. "Reopen" sounds like a pass out action. The problem with the second pass is that sometimes west and north will pass and you will play 1H wishing you had bid some more.
