Better ACOL by North would be 2NT not 2♥. A reverse such as this is forcing but only for one round, thus 2♠ could conceivably be passed, unless partnership has agreed otherwise. If North bids 2NT then South can use checkback stayman and knows with the combined strength that 4♠ is the place to play.
If south was not interested in four hearts then there must be interest in opener having three spades - the 3C checkback promises interest in one of the majors.
Alternatively perhaps
1C 1S 2NT 3C 3H 3S 4S
This makes it clear the interest is in spades. On a different hand you might have to bid 3S here as you are too strong to sign off in 3NT - but not when you are a passed hand.
Yes some would open the south hand with 1S with five spades and an 11 count. It can be problematic when you are balanced but here the suit is reasonable so you are comfortable rebidding it if necessary. This vulnerability - favourable - is the best to open a little light as you might make it very hard for the opponents.
I would prefer to open 1NT with balanced hands even with a five-card major. However you do ideally need some system so that you can find your five-three major fits if you put five-card majors into your 1NT opening.
