Its possible that South may have the right cards for game, with North having a 5 loser hand, but equally may have the wrong cards but how to tell? Some play long suit game trys (others do short suit). Here eg North could bid 3♣ saying to pard " I think we might have game if u can help out in clubs". South with very poor clubs and poor K♥ will sign off in 3♠ despite having a max. If playing short suit game trys North would bid 3♥ . South with poor K♥ and balanced shape will sign off.
