  1. East has a difficult hand to bid. A slight upgrade and 2♣ is plausible, with worry beads on that you could easily get too high with misfitting hands, and as well, if playing 4th suit forcing, that a possible spade fit may get lost. So 1♠ is not unreasonable. 3♣ announces a pretty distributional hand so I think pass by East would be in order over West's 3NT, albeit I think I would show spade preference with 3♠ as West. Possibly even 4♠ given the Q♠ is gold, Ax of pard's side suit is also excellent, and two additional quick tricks in hearts.
    If the clubs and diamonds are reversed in east's hand then 2♦ is OK rather than 1♠, as if West then bids 3♣ it is a high reverse showing a strong hand (ie 1♥ 2♦; 3♣) and less likely to get too high
