2D is an excellent bid at this vul. Complete rubbish of course. South should bid 3C. West doesn't have the values (aka quick tricks in this instance) to continue. A change of suit like this could only be a 5 card major wanting to check on a 5-3 major fit. So east should probably just bid his weakest possible response which is 3D.
