I think this is a major difference between good players and weaker players. Good players seldom (almost never) freely rebid a five card suit. Weaker players often freely rebid their five-card suits.
Note this is different than being forced to rebid a five-card suit.
North's 2D is difficult to believe, East however has probably enough to compete with 3C.
