2 H by North looks like abuse of Michaels. 4 H could be pre-emptive. Assuming 2H was Michaels then East can use 2 S as a cue of oppo's suit to show an invite + hand.

2 NT by east seems a bit odd. In Acol it would not be forcing. X would show 4(+ )hearts
