It is more difficult that that I think. Say it goes:1NT X 2H ?Now west with 9 points and a six card suit will want to bid game. So competing with 3D would not be enough.
True, probably 3H (bid 3NT if u have a heart stop). Thereafter if pard doesn't have a heart stop things get murky.
